Directly Welded Flange moment connection using partial pen welds

Has anyone ever used Directly Welded Flange moment connections with partial penetration welds? Are there any references to this?

The erector want to field weld the connection but the moment required does not require the weld to be full penetration.

The fabricator does not want to provide flange plates.

I believe you need to provide weld/bolt configuration eith matching the strength of the beam (usually full pen without further verification), or 150% of the required moment strength.
 
Absent of seismic connections requiring a strength greater than the member capacity, I don't know of any reason why the connection would need to be designed for more than the actual design moment. Not 150% of the moment, just 100% of the moment. Use your partial penetration weld and be done.
 
Because the calculated moment only suggests the likelihood of an event under consideration, not necessarily reflect the true peak force, especially in conjunction with other factors, such as construction practices. If the 150% yields requirement higher than the member strength, then use the member strength as the base for connection design, which is the preferred way.
