Solid Edge allows you set round-up conditions to either round-up all numbers or only to round-up odd values.

-- Example (odd values only): 0.625 would round down to 0.62 and 0.635 would round up to 0.64
-- Example (round all values: 0.625 rounds up to 0.63 and 0.635 rounds up to 0.63.

I readily admit that I was generally half asleep during many of my statisics classes and I sure could use some help remembering. Can someone explain the advantages of the two round-up techniques.

Rounding of dimemsions is covered by an ANSI/ASME standard.

I think the standard says that values always round to the even number.

The standard is ANSI-Z210.1
It allows any number to be exactly divided by two when the last digit is always an even number and keeping the same number of digits.
I doubt though it has a real benefit with today's technology...
