I have a feature that is dimensioned to from the centerline of a plate and is on the upper half of the plate (above the centerline) Lets say I want to move the dimensioned feature to the lower half of the plate. Is there an easy way to do this without deleting the dimension and re-dimensioning?

Pick the leader of the dimension you want to move along with hold the cntrl key then place the cursor over the new edge and release.

You can make the feature dimension driven. Then drag the sketch entities to near the new position, then toggle the dimensin back to driving.
