I saw construction items like Cold-Plane, Grind & Overlay and Feather existing asphalt pavement on street plans. What are the differences between them? tq

In my experience "cold plane" & "grind" are the same thing. In the NYC area the term " milling" is more commonly used.

"Feather" is a thin layer of material placed to meet an existing surface. It's not good practice. although perhaps in your case the plans use the term "feather" in lieu of "key".
