Difference in C & C-Mn Steel

I hope this is right forum to ask this question if not i apologies.

What is the difference between Carbon steel and carbon meganese steel, SA516-60N or 70N is C-Mn steel?

Carbon steel is considered primarily a carbon-manganese alloy steel.
