diesel leak detection systems

need to locate a system for installation at road-crossing pits for a diesel fuel circulation line that will detect diesel fuel leakage. am looking for something with minimal power requirements (battery/solar) that can differentiate between water and diesel, and will include a audible/visual alarm. i remember seeing some vendor literature for such system, but cannot remember the company name. any help with this would be greatly appreciated. thanks.
