DEU Heatexchanger with Channels made out of plate

We are designing a couple of DEU Heat exchangers and according to TEMA, the cannel is to be integral with the tubesheet.
Is it possible to use plate instead of forging for the channel construction? Tubesheet to be forged and welded to channel.

Jeez, it's just a R&W cylinder welded to tubesheet one end, closure on the other. What's not viable about it?

I guess along with the Code of Construction, you might see API 660, section 12, if it applies.
