More information needed, such as a sketch of what the foundation is (a simple strip footing?), information of the ground conditions (depths, strength profile etc) and loads....

The first step is to calculate V_max and H_max. API has recommendations for these. After that the relevant V associated with a given H (or vice versa) is related using the inclination factors, i_c/i_q/i_ϒ, which use H/H_max as an input.
