what is the difference between the Design Manager and Engineering Manager and how far are they from the project manager and program manager. and is there any courses for the engineering (civil) management?
 
Actual job descriptions are more useful than the title itself though even then there can be so much overlap that it appears meaningless. From my past experiences, Design Manager and Engineering Manager would have been virtually identical positions. They have oversight over all programs and projects and would be essentially just below a VP level. Program managers would be the next level down having oversight and responsibility for the various projects within their perview. Project Managers are the ones involved in the day to day detailed project activities.

Others may have worked in a different hierarchical structure so you may end up with numerous differing responses.

Sometimes a Design Manager will be in charge of drafting/design/product communication while the Engineering Manager will be in charge of the more hard core Engineering - analysis etc.

However, as PSE said, job titles are almost meaningless it's the job description that starts to get a bit more usefull and even then the job someone actually does doesn't necessarily match their job description.

KENAT, probably the least qualified checker you'll ever meet...
