Using PLC for the water flow with respect to timing is not much of a problem. The problem for me now is the extra parts of the design. How am i supposed to integrate music and lights into the flow of water and to combine it with the timing of the water which uses PLC. Can that be done using PLC or should i use other programming languages. Basically i just need a brief explanation on how do i integrate music and lighting for the water flow with timing using PLC.

I think I'd use a PC with a digital out board added.

Working the music into PLC land will likely be tough. Part of the problem is that PLCs live in their private world of scanning because they want to catch changing inputs in a timely predictable manner.

Your application has no inputs but is mostly outputs in a rigid set sequence. Plus your music will be more manipulatable with a PC.

You may also be able to use that same system used by the "Christmas House" that recently raised a lot of attention. He used an off-the-shelf music to digital out, sequencer.
That has user software to do what you want tying output change states to points in music.
