I am looking for a design aide which outlines stepwise procedure for designing elevated slab platform to support circular liquid tanks of heights 60ft and diameter 38 ft.

Let's see, a design aide to design an elevated slab for a 4,000,000 lb load, give or take. Maybe in my "Are You Kidding?" drawer.
