Query
Both the referred clauses specifies dent as a percentage of nominal pipe diameterfor pipe diameter greater than 12".
Please could you confirm whether it is referring to nominal outside diameter

Above 12" nom pipe size in inches and OD are the same thing so yes, I would go for OD.
