Degenerate Hydrogen

How would I design a process that degenerates Hydrogen at 1000 CFM. Our thoughts have lead us to introduce a fan and shaft at angle of 30 degrees to the exhaust shaft. To keep the LEL of Hydrogen under 4% what size fan and duct work shall I construct.
