Define terminal blocks

IEC electrical drafting standards. What is the basis/reference is used to define terminal blocks and connectors, with the numeral preceding the X designator? For example: 3X, 1 for a terminal block of set 3, ….and X3, 14 (pin) for a 25 connector position . The standards defines putting the “3” in front of the X, for TB, instead of after X?
