Decommissioning Old Pit Truck Scale

We are looking at methods to decommission an old pit style truck scale. The proposal from a scale company is to leave the pit in place, remove the concrete deck and fill the pit in with gravel. The bottom of the pit would have holes punched through to allow water to escape. Any thoughts on this proposal?
 
The proposal is what is customarily done. Concrete is usually removed done to 3-5 fr. below grade and backfilled. Of course, it should be clean materials as SlideRuleEra posted.

On the other hand, if future plans include building on top of the site, you may consider other alternatives.
