Declaration of Conformity for SEP?

A quick and hopefully easy question:

Is a Declaration of Conformity required for a pressure vessel classified as SEP under the PED?

No it's not required. Reason : SEP product must not bear CE marking, hadn't to be constructed to ESR of Annex I and hadn't to be assessed according to any Conformity module.
But some manufacturer issued an article 3.3 declaration (this isn't a PED requirement).
