Blowing and flushing the water main to surface water is the most cost effective method. The water is dechlorinated with a compund such as sodium metabisulfite or Ascorbic Acid .
Vita-D-Chlor is the only Ascorbic Acid (Vitamin C) available with NSF certification for dechlorinating water.
