Without using layers, is there a way to selectivly turn on a parts datum planes? I have complex assemblies and need to see only the part/parts planes I'm assembling to not every plane in the model.

Nope....

Does anyone know of a way of adding a scaling factor to family tables? Thanks.

Apply a shrinkage feature and add this to your family table.

PS What does this have to do with showing datum-planes ????

Use Hide command to selctively turn ON and OFF your datum planes

can any one tell me how to rotate plane or make extra plane in one modeling except offset plane
