I am researching on chillers with rapid start compressors that could start within minutes during a power transfer from standby to utiltiy and vice cersa.Do you know of any chiller mfrs that use such compressors?

I would think all compressors start within "minutes". What is rapid about that? You may want to leave this to your mechanical engineers, experienced in chilled water system design and controls.

Depending upon the size and complexity of the system, there is more than just applying power to a chiller plant to re-start. Also you may want to prevent more than permitted re-starts within hr (or other specified time) due to thermal limitation of the motors.

Both York and Trane will provide a factory (only) fast-restart option to the electric centrifs and probably other types. This must be specified in the order as it is not only a controls change, it affects the oil and i think also the refrigerant system designs.

A fast restart will still take around 2-5 mins, versus the 15+ mins of a normal machine, so you need buffer (CHW Storage) or system capacity that can deal with this depending on your intended criticality.

There are often important factory warranty implications when specifying fast restart on chillers. Discuss with your vendor and client and make sure everyone is on board.

The tier level and tonnage of your system would be useful for a more complete answer.
