Is there any experience out there in constructing diaphragm walls in silty sand with high groundwater levels. I believe trench stability will be a problem. Any comments?

Dewater, dewater, dewater. Well points or a shallow well 16" and 10 feet below bottom of the wall.

You must have the level of your drilling fluid ( bentonite mud or polymer mud ) at least 1.5 m above groundwater level to ensure stability of the excavation. This can be achieved with a backfilled working platform or surelaveted guide walls depending on what is practical. I would try to avoid dewatering as much as possible.
