Cylinder Purging

Hi Everyone,

Can anybody provide me with a basic high level explanation of how a cylinder purge operation shoud be carried out. The cylinders are used to carry liquid chlorine, so I think they should be purge before refilling to remove any unwated liquids or gases, and I just want to get a basic understanding of how this operation could be completed.
