I was informed by one senior from one of the biggest oil & gas companies that they have stopped recruiting International students for the time being.

Is this the case all over the industry?

I have both interest & experience in process engineering and emerging nanotech, Machine learning. So I need to make my decision.

I appreciate your thought.

That may be the case today, but most likely won't be the case tomorrow. The market changes too rapidly to make educational choices in anticipation of those changes. I thought I was doing that by choosing a well rated major in terms of employment after graduation only to find a completely different job market after earning my degree.

Go into the subject you are most interested in; take some consideration for applicability/working potential of that knowledge-set; if you are good and passionate, the job will be there (wherever there happens to be).

As a side note, I would not suggest relying on any one company or its policies as your deciding factor for the rest of your career.

The issue may be that the H1B visas that a foreign engineer would need to work in the US is heavily oversubscribed; to wit, the cap for the 2020 H1B visas was filled within 5 days, back in April of last year. The number of applications was more than double the quota. from
