A nice investigation is warranted... were the security issues relaxed, since in trials? Shouldn't be, yet everyone expects policies be more established when in operation. Something "the biggest" may mean risks but management of getting the plant up should be as safe in every term as operation itself.

And a reminder that engineered works continue to be risky business.
 

We will see what the investigation reveals. At this point they have just released the names of those who died. The current story is that they were purging the gas lines when the expolsion occurred. The site was difficult to access (I've been there), but not as secure as some water treatment facilities that I have been to. So far, terrorism has been ruled out. I would suspect that a relaxed attitude that comes with working on a Sunday may be a contibuting factor. But at this point, any suspected cause would be pure speculation.
