Crushed stones ring foundation

I am designing a foundation for a oil tank. The tank will be placed on compacted sand with a crushed stone ring. How do I go about it since I have not previous experience of such design.

You may need more help than you can get here. For a start, look in API 650 Annex B and consult a geotech engineer.
