Registration is generally done by the pressure equipment regulator in the relevant jurisdiction (for a fee paid to the regulator). Private contractors are happy to help you to apply for registration if you pay them to do so (their fees are additional to the regulator's fees). You can apply directly without any contractor's help - it is not that hard if you are a competent engineer and can closely follow the application instructions.
