Creating a spot face on a contoured surface

I'm very novice to using SW, so please bare with me.

I've created a model as shown in the attachment, and I'm trying to place a spot face on the surface, concentric with the 12.7mm hole and as deep as to . I'm trying to place a sketched circle somewhere at the surface of that hole and concentric of course, so as to create a blind extruded-cut feature. I'm having trouble putting this sketch at this point in space. There's probably many ways to do this, but given already what I've got, I'd like to work with what I have created so far.

I'm thinking it's because I can't figure out how to off set the circle sketch from the Front Plane.
