Does anyone happen to know when they started implementing checking crane framing systems for lateral and longitudinal loading?

Lateral & longitudinal loading of the crane framing system were allowed for in the 1930's. The 1934 Carnegie Pocket Companion includes the following statements concerning crane-runway girder design:

"In addition to the tendency to deflect laterally due to total transverse load, provision must also be made against lateral impact due to the reaction of the crane load when suddenly started or stopped."

and

"Due allowance must be made for impact due to the rolling load or the sudden application of the load, by adding a certain percentage (say 25%) to the total static moment."
