Crack control in stairs

Is it my understanding that if you keep the steel stress and spacing limited, that the requirements are satisfied for crack control in ACI-318. It seems that 10" for fs of 40000 is always controling, unless moments are high. This sound right to you guys?

Cracking in reinforced concrete proportional to the stresses in the reinforcement at service loads. It is always better to use smaller sized bars at closer centres if you want to minimise flexural cracking.
