Is there any way to make a counterbored hole show up on a draft sheet as "DRILL THRU & C'BORE FOR 1/4 S.H.C.S.). When I go to place the call out (%HC) it wants to give me the exact size of the thru hole as well as the counterbore hole. Our machine shop is used to seeing it as described above.

You could either place a standard callout(label) and type in the text or place a smart dimension and then use the prefix button to open up the dialogue box that allows you to enter prefix, suffix, subfix etc. text to add information to the dimension. Subfix allows multiple lines of text by holding shift+enter to place a return between lines. Using the dimension type button on the ribbon bar, you can blank out the dimension (bottom of the pullout box) and only the text will show. There may be a way to have you text come up automatically when you call out that particular size hole in the model, but I have not tried that before.

The way you want to call out the hole is passing off the designer's job on to the shop. The software is prompting you to do it the right way (read ASME Y14.5 paragraph 1.4(e)), so do it.

when your shop want's it that way, fine. You may place the
text DRILL THRU & C'BORE FOR 1/4 S.H.C.S just into the
prefix as kjoiner decribed it. the 1/4 can be replaced
by one of the placeholders ie %BD for the c'bore depth

I do not adhere to ASME/ISO/BSI/DIN when my shop wants it
the way they can cope with.

I would rather have my machine shop making the part the correct way and not spending time reading my ASME standards book. The standards are for the engineers. Do you spend much time working with a small machine shop?

I would also like my welding staff to know all of the welding symbols but you can't always hire registered welders who know them to make simple welds.

I've worked both large and small shops, and although I didn't burden my small shop with GD&T (I converted it to ± for them)I did specify exactly what I wanted in the way of holes and taps, and if they didn't have the specific tools they would ask for a dispensation. This gave engineering a chance to have a say in choosing the alternate, and they were appreciated not to have to figure it out for themselves.
Regarding unregistered (unceritfied?) welders, you get what you pay for, and often end up paying more for in reworks.
