copper crush gasket torque

Is 500-510 lb.-ft torque on a 1-3/4 -16 brass plug using a copper crush gasket excessive?

This torque is listed in an aircraft engine Table of Limits and seems very high. Another engine manufacturer shows 130 degrees rotation for a comparative item.

I thought that one didn't want to totally "crush" a copper crush gasket, and the best method is degrees of rotation.
 
My Sturtevant torque manual lists 545 lb-ft for a 1 1/2 yellow brass (60,000 psi uts) fastener.
Torque for 2024 aluminum (55,000 psi uts) is 450 lb-ft .
