Creating a report based on this gives you a very good documented assessment of whether the tank is suitable or not.
If you're taking the tank out of service before hand, than an inspection to Annex C may also be very good to demonstrate that you've taken all reasonable steps to ensure a good changeover.
What though in the name of god is "unconverted oil product service from hydrocracking unit". That could be anything.
I would also get a copy of the tank data sheet as existing and go through it and mark up all the parameters which you're thinking of changing as point of record and see how it affects any part of API 650 design.
Pumps and loading arms is impossible to tell as we have no idea what the physical parameters are of this mysterious fluid compared to Gas Oil. And no details provided. Product parameters significantly different such as SG or vapour pressure in particular can cause significant issues.

I am referring exactly if we need to change tank fluid service for example if we want to store Jet fuel in Gas Oil tank. what is best reference I can follow for my evaluation if the tank can handle the new fluid (Jet fuel)
