I'd have thought that control panels, no matter how small, would be for external use only. You really want to go for FDA approval (assuming you're in the US)?
What do you mean by internally? And you need to provide some clue as to where the heck you are; rules vary widely.

And if you are in the US, that varies by state and even then, it may depend on whether you need an inspection for a permit and/or your business insurance requires a listed assembly if at all possible (hint, many do).
