Contracting Agency: Escrow

I have contracting agency that is trying to selling my services to a utility. The rate is good but from the review on glassdoor and indeed, it looks like people aren't getting paid or paid on time sometimes. I wouldn't mind the work but would like some guarantee that I am not going to get my last paycheck withheld. Is it unusual to ask for money to be put into escrow?
 
Why not contract directly with the utility?

Who is bad at paying, the utility or the agency?
 
If the agency did the initial contact, contracting directy with the utility would be improper.[pipe]

The agency is the one with bad reviews and I think it is because they are located in India.

I wouldn't have any hesitation with any utility because they might be slow but they don't play games.
 
Unless you are also based in India, I would stay far far away. Or insist the agency pay you up front on retainer.
