I am trying to fulfill my continuing education requirements for my PE and I am on a very tight budget. Can anyone recommend any low cost or free courses that I might take?

Location: Where are you? If they're free, they're likely to be LOCAL.

Does you local branch of the ASCE or equivalent arrange evening lectures/meetings near you. You can't survive on these alone, but they will help.

What about arranging some courses yourself? If your employer is not extremely small, you can look around and identify a surprising wealth of talent and useful knowledge within the organisation. In a civil engineering consultant organisation of about 80 strong, there should be at least 8 full one-day technical courses available, if the people are willing to offer this (and do the preparation that is necessary).

You may also have some colleagues in other companies nearby. Between you, you could generate a substantial training scheme AND the "market" for it. The cost would be just staff time.
