construction joint in shear wall passing through vertical bar splices

Usually in cores and shear walls, one extends vertical bars above the construction joint a distance at least equal to the lap splice length to allow for splicing bars away from the construction joint. I asked if the splices are intersecting the construction joint (i.e that part of the splice is below and part is above the joint)It is allowed?
 
I don't see a problem--you are still providing a full lap splice length.

I know that there's transverse tension at splices which resisted by concrete (concrete at construction joint may be weak) in addition to previous we need to extend bars above construction joint by minimum lap splice to ensure that there will be sufficient length for splice after casting concrete
 
Concrete at a construction joint should not be "weak". Properly placed and compacted, it should be like the rest of the wall.
 
OK but I mean that splice to be above or below this construction joint not to intersect this joint
