Hi: Does anyone have a good reference for an appropriate curve number representing disturbed soil with temporary stabilzation consisting of hay mulch or an RECP? Thanks.

The TR-55 Curve Number table includes an entry for "Newly graded areas" which would seem to be applicable. Although your temporary stabilization measures will help to prevent erosion, I don't believe they would significantly lower these CN values.
