How do I constrain a flat washer to a hole that pases through a frustrum of a cone? It can be constrained to an axis but nothing else or a point but nothing else, any ideas?

I see no reasdon why you can't constrain the face of the washer to the face the frustum forms. Once that is done you can constrain the CL's of each. Why do you say that you can't do anything else? Do you get an error of some kind?
