In ANSYS, how would I connect these two plates in a way where the rotating plate is free to slide along the intersecting plate as it moves down?

Create two separate nodes at the joint location. Each node belongs to one element (the plate). Then generate combine or spring element with the coincided nodes. Give a small rotation stiffness to the spring element.
