Constant Flow analysis in Storm and Sanitary Sewer Analysis?

Is there a way to analyze a simple storm system for a user defined peak flow in Autodesk's Storm and Sanitary Analysis? If not what program (preferably free) would you use? I used to use Bently's stormcad for these quick calcs but we decided to drop the license.

Autodesk SSA is built on SWMM5 and has a very similar interface. To enter a user defined flow you must click on a node and then click on the button next to external inflows. You would then enter a baseline inflow of how ever many cfs inflow you want. This is same area you would enter sanitary sewer information for a model (infiltration modeling and time pattern flows).
