Those are most commonly used for small RF connectors such as SMA. So if you add the keyword SMA to the words Torque Wrench, you'll get plenty of useful hits.
They're often single value 'torque limiting' wrenches that snap over once they reach the value. Plus, because they're most often not adjustable, you might be looking at a little set of wrenches where the handle torque value preset matches the pre-installed wrench end size.
Calibration, traceability and documentation can be an expensive consideration with some customers.
1 newton meter = 8.85 inch-pounds (assuming the Interweb is correct). Even the most sensitive torque wrench listed on that page is "1~6 NM", so beware the resolution of the setting, mostly at the low end of your range. It's pretty close, but it's certainly *not* close enough for government work (they're the most fussy).
Also, sockets don't work with most RF connectors due to the cable being in the way. You'd need open ended wrench adapters for many applications - but you probably know that already.
