Cone Bottom with Skirt and Fig. 1-6(d)

Has anyone designed a cone bottom vessel with a skirt support using construction similar to that shown in Sect. VIII Div. 1 Appendix 1 Fig. 1-6(d)?
If yes is there any reference for such construction?
