Condensing Capacity Vs Evaporation Temperature

The system target evaporating temperature is -25'C. The target condensing temperature is 45'C. Cooling capacity is 6.5 kW. Motor is 7.5 kW.Compressor is open type Bitzer 2 N. If we consider the condensing capacity for this system, this will be (6.5 +7.5=14 kW). I have a doubt that once we start kicking off the system, the evaporating temperature cant reach -25'C. May be +10'C. Should we consider to use the condensing capacity from that point??? According to bitzer selection program, it is about 40kW.
 
I guess that the Bitzer selection is trying to tell you that this compressor can't do a 70K lift.
