Concrete Tie beam for Seismic site class C and above

I m designing a skid foundation which is 15 ft wide and 60 ft long 2 story high and loaded with 6 vessels and 8 pumps. Soil is weak and Siesmic class F. It si supported by PCP Piles. As per ASCE 7-16 I m proposing tie beams to connect the Pile caps, but client asked me to use Steel Skid beam to replace the concrete tie beam.Anybody has done it before?
