Concrete slab on existing stone foundation

Apartment building burned down that had an existing stone foundation with crawl space. The foundation wall is only a few feet tall and extends above grade about 6". Can the crawl space be filled in with stone and a concrete floor slab poured over the stone and stone foundation wall? The concrete floor will take the place of floor joists that were installed. Thanks.

Normally I think that yes but think that a local event as a fire can produce wild variegate effects on what it touches; as I use to do even when no fire at all, I at least would order some degree of compaction of clean soil prior to concreting operations for the slab on the ground.
