Concrete Ringwall 28 Day Cylinder Failure

I'm currently responsible for the integrity/inspection portion of a New AST API-650 Construction Project. One of the 28 Day Cylinder Tests failed. I'm the only one on the "Purchaser" Side that has experience with AST Construction. I have strongly recommended that they review ACI-318. The Manufacture has already completed the installation of the annular ring and floor plates. Erection of the tub ring is scheduled to start tomorrow and no mitigation has been proposed. Can someone give me further advice on this situation? I have already relayed the possibility of Rigid Tilt due to non-uniform settlement/ringwall failure.
