Concrete Cylindrical Coal Stacking Tube

I have modelled an 8' Dia. x 63' High coal stacking tube using elements in Staadpro 8vi. The wall thickness is 9.5" and is concrete. The model has loads which include selfweight, conveyor belt tensions, wind loads, asymmetrical coal pressure, head house dead & live load, and seismic loads. The vertical moments in the tube are small compared to the moments in the foundation. The moments in the tube above 2.5' high also drop off to give "Only minimum steel required" for the reinforcing steel in longitudinal and transverse direction. Is this what happens cylindrical tube versus a cantilever beam?
