Concrete Chloride Testing by ASTM or AASHTO

Regarding chloride testing of existing concrete roads, both AASHTO and ASTM allow for an acid soluble chloride test or a water soluble chloride test. The acid test is alleged to give results that are 20% higher than the water test. Is either test more appropriate under particular conditions or more representative of structural condition?
