Concrete Anchors that do not require special inspection..

I have been specifying Hilti KB-TZ or HIT HY150 anchors, but all require special inspection...Are there any anchors that do not require special inspection per CBC 07? (preferrably with an ICC or ESR report) even if the values are smaller... (UBC allows no spcial inspection on some anchors)..
