I can't seem to find any resources or charts on the coefficient of friction of concrete and steel together on both wet and dry surfaces. Also, on various surfaces such as open and sealed concrete. Is there such a thing?

What you are looking for is easily tested. Use a modification of the ASTM standard for Static Coefficient of Friction, using a steel plate pulled against a concrete surface. You can then test the site specific condition.

Thank you Ron and DRW75 for these very useful pieces of information.
