Whichever one is selected and or written by the governing body in charge of building codes for the country/state/county/city/province/district/ward/whatever where the tall slender stack will be built.
(Sorry - couldn't resist.) This paper might be helpful. ASCE also has a guide for wind loads on petrochemical facilities that I believe has a section on steel stacks.
Since this forum for structural engineering , i want to understand structural design of chimneys , stacks..
There is a code in Eurozone [BS EN 1993-3-2-2006] -- Eurocode 3. Design of steel structures. Towers, masts and chimneys.
This is mandatory document and law resource at Eurozone so one can reach this document free of charge.
EDIT : I found another document , AISI Steel plate Engineering Data , Section 5 ; SELF SUPPORTED STACKS .
Use it up, wear it out;
Make it do, or do without.
